(1) In order to determine the maximum time-off limit for time-off workers, the Time-Off System Deliberation Committee (hereafter in this Article referred to as "Committee") shall be established in the Economic, Social and Labor Council under the Economic, Social and Labor Council Act (hereinafter referred to as the "Economic, Social and Labor Council"). <Amended on Jun. 4, 2010; Jan. 5, 2021>
(2) The Committee shall deliberate and decide on the maximum time-off limit and may re-deliberate and decide on the appropriateness of the maximum time-off limit every three years. <Amended on Jun. 4, 2010; Jan. 5, 2021>
(3) The chairperson of the Economic, Social and Labor Council shall immediately notify the Minister of Employment and Labor of the decisions made by the Committee pursuant to paragraph (2). <Amended on Jan. 5, 2021>
(4) The Minister of Employment and Labor shall publicly notify the maximum time-off limit notified by the chairperson of the Economic, Social and Labor Council pursuant to paragraph (3). <Added on Jan. 5, 2021>
(5) The Committee shall be composed of five members representing the workers, five members representing the employers, and five members representing public interest, respectively, in consideration of gender, according to the following classification: <Added on Jan. 5, 2021>
1. Members representing the workers: Persons recommended by nationwide labor organizations;
2. Members representing the employers: Persons recommended by nationwide organizations of employers;
3. Members representing public interest: Persons remaining after consecutive exclusion by labor organizations under subparagraph 1 and organizations of employers under subparagraph 2, from among 15 persons recommended by the chairperson of the Economic, Social and Labor Council.
(6) The chairperson of the Committee shall be elected by the Committee from among the members referred to in paragraph (5)3. <Amended on Jan. 5, 2021>
(7) A majority of the members of the Committee shall constitute a quorum, and any decision thereof shall require the concurring vote of a majority of those present. <Amended on Jan. 5, 2021>
