(1) If a person who intends to be issued a driver's license pursuant to Articles 85, 85-3, and 87 applies for a mobile driver's license (referring to a driver's license installed in an encrypted form in a mobile communications terminal device as defined in subparagraph 20 of Article 2 of the Telecommunications Business Act; hereinafter the same shall apply), the commissioner of a City/Do police agency may additionally issue such driver's license. <Amended on Jan. 21, 2025>
(2) If it is necessary for a State agency, local government, public organization, social organization, enterprise, etc. to verify a driver's license holder's name, photograph, address, resident registration number, driver's license number, etc., it shall obtain a driver's license (including mobile driver's licenses referred to in paragraph (1); hereafter in Articles 87-2, 92, 93, 95 (1), 139, and 152, the same shall apply) without attaching supporting documents; provided, this shall not apply where the methods, etc. for verifying the identity are prescribed by other statutes:
1. Where the scope of the driver's license and the types of motor vehicles that can be driven under Article 80 (2) are verified;
2. Where civil petitions or other documents are received;
3. Where a certificate of qualification is issued to a specific person;
4. Other cases where it is necessary to verify the identity.
(3) The commissioner of a City/Do police agency may use a driver's license information linked to the National Police Agency to provide a driver's license verification service (one that enables verification of information related to the name, photograph, address, resident registration number, driver's license number, and issuance under the main clause, with the exception of the subparagraphs, of paragraph (2) using a mobile communications terminal device; hereinafter the same shall apply).
(4) When using the driver's license verification service to verify name, photo, address, resident registration number, driver's license number, and other issuance-related information, the name, photo, resident registration number, driver's license number, and issuance-related information shall be deemed to have been verified using the driver's license in accordance with paragraph (2).
(5) Matters necessary for, among other things, the issuance of, and application for, mobile drivers' licenses and driver's license verification services shall be prescribed by Decree of the Ministry of the Interior and Safety.[This Article Wholly Amended on Jan. 30, 2024]
