(1) A majority of the members of the Immigration Detention Review Committee shall constitute a quorum, and any decision thereof shall require the concurring vote of at least a majority of those present.
(2) Notwithstanding paragraph (1), in unavoidable circumstances prescribed by Presidential Decree, such as where there is insufficient time to convene a meeting, a resolution may be adopted in writing. In such cases, a resolution shall require the concurrence of a majority of the incumbent members.
(3) Meetings of the Immigration Detention Review Committee shall not be open to the public.
(4) A decision shall state the reasons therefor and shall be in writing, signed or affixed with the name and seal of the members who participated in the deliberation.[This Article Added on Mar. 18, 2025]
