No one who recognizes the existence of any of the following matters in the course of performing duties relating to electronic financial transactions shall provide or disclose such information to any third party or use it for any purpose other than his or her duties without the consent of the relevant user; provided, the same shall not apply to cases provided for in the proviso of Article 4 (1) of the Act on Real Name Financial Transactions and Confidentiality or in any other statute:
1. The matters relating to the identity of the user;
2. The information or materials relating to the accounts, the means of access, and the details and results of electronic financial transactions of the user.
