When any operator ships foreign goods into a bonded construction work site, he or she shall file an import declaration thereon before such foreign goods are used and undergo an inspection conducted by customs officers: Provided, That if a customs officer deems it unnecessary to inspect such goods, the inspection may be omitted.[This Article Wholly Amended on Dec. 30, 2010]
