The provisions of this Part shall apply mutatis mutandis to any aircraft for flight purposes, regardless of commercial activities or any other profit-making flight activities: Provided, That the same shall not apply in cases where it is inappropriate for the provisions of this Part to apply mutatis mutandis to a state-owned or public aircraft prescribed by Presidential Decree, taking the purpose, character, etc. of the flight into account.[This Article Newly Inserted by Act No. 10696, May 23, 2011]
