The Commissioner of the Korea Customs Service or the head of a customs office shall immediately bring an accusation against an offender, if the existence of extenuating circumstances is deemed to lead the offender to be punished by imprisonment, notwithstanding Article 311 (1).[This Article Wholly Amended on Dec. 30, 2010]
