A declaration referred to in Article 241, 244 or 253 shall be filed in the name of the owner of goods, a licensed customs broker, etc.: Provided, That in cases of export declarations, such declarations may be filed in the name of a person who manufactured and supplied the relevant goods to the owner of goods.[This Article Wholly Amended on Dec. 30, 2010]
