Except as otherwise provided in any other statute, the promotion of utilization of information and communications networks, the protection of information, and other related matters shall be governed by this Act; provided, in the event of a conflict between this Act and the Electronic Financial Transactions Act with respect to telecommunications billing services under Chapter VII, this Act shall prevail. <Amended on Jun. 12, 2018; Feb. 4, 2020>[This Article Wholly Amended on Jun. 13, 2008]
